Military and Diplomatic Highlights:
· The Ukrainian military is reporting the following Russian losses as of October 8th:
o 662,970 Soldiers (Wounded or Killed)
o 8,940 Tanks
o 17,740 Armored vehicles
o 19,203 Artillery pieces
o 16,686 Drones
o 368 Aircraft
o 328 Helicopters
o 2,618 Cruise missiles
o 28 Warships
· International Support Update:
o The Norwegian government is reporting the following support to Ukraine:
ü They are proposing to increase the overall funding framework for the Nansen Support Program for Ukraine to $12.5 Billion and to extend the Support Program for an additional three years.
ü They have allocated 400 million Euros for a drone action plan.
ü The first batch of 24 F-16 fighter jets has been delivered to Ukraine.
o On September 26th, the U.S. Department of Defense announced another round of security assistance worth $375 million. This package includes:
ü Air-to-ground munitions
ü Ammunition for the High Mobility Artillery Rocket System
ü 155 mm and 105 mm artillery ammunition
ü Javelin and AT4 anti-armor systems
ü M1117 armored security vehicles
o The Government of Denmark has signed a Letter of Intent regarding the implementation of financial support for defense production in Ukraine. Denmark has allocated 175 million Euros, and another 400 million Euros will be taken from surplus profits of immobilized Russian assets.
War and Atrocity Crimes Investigations Highlights:
· The Dutch government on September 19th has announced a 2 million Euros grant to the International Commission on Missing Persons to support Ukraine in locating mission persons.
· On September 25th, Russian shelling in Kramatorsk injured three Ukrainian Red Cross representatives.
· The Prosecutor General's Office of Ukraine reported that between September 27 and October 4th 879 new war crimes were registered.
· The U.S. Justice Department on September 29th has tasked the War Crimes Accountability Team to assisting in the investigation and prosecution of Russian war crimes.
· On October 1st, the Prosecutor General's Office of Ukraine reported that in the Pokrovsk sector Russian forces executed 16 surrendering Ukrainian soldiers.
· The United Kingdom on October 3rd reported they have sanctioned the Russian Federation for its use of riot control agents to include the use of a toxic choking agent (Chloropicrin) against Ukrainian soldiers.
· The World Health Organization (WHO) on October 3rd reported an attack in the Kharkiv region that damaged four ambulances, and one health worker was injured.
· Hostilities in Donetska, Kharkivska and Sumska oblasts killed and injured scores of civilians:
o In Kharkiv City, over 40 civilian casualties, including children, were reported on September 15th.
o The attack in Sumy City damaged a care facility for older people on September 19. Several repeated strikes killed and injured first responders on duty.
o Strikes on energy facilities also temporarily disrupted access to electricity and water for thousands of civilians in urban centers in the Donetska and Sumska oblasts.
o An estimated 16,000 people remain in Pokrovsk Town without a centralized water and gas supply.
Humanitarian Impact and Response and Recovery Highlights:
· By the end of August 2024, 6.1 million refugees from Ukraine were recorded across Europe.
· There are 3.6 million people that are displaced throughout the country.
· In August 2024, more than 580 aid organizations delivered assistance to nearly 400,000 people. Over 65% of these organizations were national non-governmental organizations.
· On October 8th, a UN inter-agency convoy brought four tons of critical supplies for residents who remain in the Dvorichansk Community.
· Healthcare and Public Health Update:
o On September 26th, WHO opened a new modular primary healthcare clinic in Tsyrkuny (Kharkiv region) replacing the one destroyed in an attack earlier this year. This new facility will provide essential care for over 12,000 people.
o WHO with support from the United States and Germany delivered 23 ambulances to the Ministry of Health on October 8th. These units are designed as mobile intensive care units.
· Food Security Update:
o The World Food Programme (WFP) cash-based assistance programs remain a critical lifeline for Ukrainians in need. In August, WFP disbursed $9.7 million to almost 523,000 people through various cash transfer modalities.
o WFP also provided in-kind food assistance, reaching 1.6 million people, with both cash and food modalities.
o The WFP is supporting participating bakeries by providing additional equipment and supplies:
ü Seven bakeries in Dnipropetrovsk, Donetsk, and Mykolaiv regions have been equipped with generators to ensure uninterrupted operations during power outages.
o Between January and August, the UN Office for the Coordination of Humanitarian Affairs (OCHA) and its partners provided food, agricultural and livestock support to 2.9 million people in Ukraine, focusing on front-line communities.
o The Ukrainian Red Cross with support from the WFP on September 30th distributed over 21,000 food parcels in Kherson.
o On October 6th, World Central Kitchen supported families in Kyselivka with a delivery of over 170 loaves of bread and food kits capable of producing more than 20 meals each.
· The UN Children’s Fund (UNICEF) reported on September 26th that they are supporting the delivery of heating equipment to Kharkiv. This is part of UNICEFs mission to keep warm over 180,000 people in the city.
· As of October 2nd, the Ukraine Humanitarian Fund has allocated nearly $67 million to address the critical needs of the most vulnerable displaced people and those living in collective sites during the upcoming winter.
Russian Dis-information Campaign Highlights:
· The EU East Stratcom Task Force Disinformation Review has provided a weekly update on the recent Russian disinformation efforts.
Cultural Heritage Protection Highlights:
The UN Educational, Scientific and Cultural Organization (UNESCO) as of September 4th has verified damage to 438 cultural heritage sites. This includes:
· 142 Religious sites
· 215 Buildings of historical and/or artistic interest
· 32 Museums
· 32 Monuments
· 16 Libraries
· 1 Archive
