Military and Diplomatic Highlights: 

·       Ukraine military is reporting the following Russian losses:

o   1,259,780 Soldiers (Wounded or Killed)

o   11,694 Tanks

o   24,069 Armored vehicles

o   37,470 Artillery pieces

o   142,113 Drones

o   435 Aircraft

o   348 Helicopters

o   4,314 Cruise missiles

·       On February 17th, the Russian Federation launched a massive air attack against the country’s critical infrastructure. This attack used 425 air assets, which included:

o   250 Shahed-type drones.

o   20 Kh-101 cruise missiles.

o   Four Iskander-M/KN-23 ballistic missiles.

o   Four Iskander-K cruise missiles.

o   One guided aerial missile.

o   Ukrainian air defense shot down 367 drones, 24 cruise missiles, and one guided aerial missile.

·       Another aerial strike was launched on February 22nd, it involved 300 drones and 50 missiles of various types.

·       The Ukrainian military reported that in 2025, the Russian combat toll exceeded the average rate of mobilization. Despite mobilizing and conscripting 406,000 people into military service in 2025, Russia’s total losses (including killed and wounded) amounted to around 418,000 soldiers.

·       The International Atomic Energy Agency (IAEA) reported on February 19th that the Zaporizhzhia Nuclear Power Station was operating on its sole remaining main power line after losing its only back‑up line more than a week ago.

 

War and Atrocity Crimes Investigations Highlights: 

·       As of February 6th, the World Health Organization (WHO) has verified 2,841 attacks on health care.

·       The UN Human Rights Monitoring Mission in Ukraine in response to the Russian air attack on February 17th dispatched a team to visit impacted sites in Odesa:

o   The team documented that an electric substation was damaged once again. As a result, several medical facilities across the city reported they did not have heat, water and/or electricity.

o   One civilian was reportedly killed and at least nine injured.

·       WHO reported on February 17th, that over a 48-hour period, a hospital in Kherson was struck by Russian forces six times which injured four healthcare workers.

 

 

 

Civil Protection, Humanitarian Assistance and Development Highlights:

·       The Russian aerial attack on February 17th damaged critical infrastructure in 12 regions of the country:

o   Tens of thousands of people are without heat and running water.

o   Nine people were killed.

o   More than 10 residential buildings and railway infrastructure were damaged.

·       The Russian aerial strike on February 22nd targeted the regions of Kyiv, Dnipro, Kirovohrad, Mykolaiv, Odesa, Poltava, and Sumy:

o   One person was killed in the Fastiv district and eight people were injured.

o   Simultaneously with the aerial strike Russian forces shelled the Kyiv region:

ü  The shelling resulted in eight fires in various districts.

ü  In the villages of Putrivka and Sofiivska Borshchahivka debris clearance is still ongoing.

ü  Eight people were rescue under destroyed buildings in the village of Putrivka. Five people were hospitalized.

·       The Ukrainian Red Cross Society (URCS) reported the following activities:

o   Delivered 34 high-capacity generators to 10 communities on February 10th. These generators will be used to support fire and rescue services and maintain power during blackouts.

o   As of February 16th, URCS has continued supporting heating points and school-based warming centers by supplying food and provided basic necessities.

o   Over 1,000 evacuees from the Zaporizhzhia region received cash assistance as of February 17th.

o   The first two houses of a modular housing site for Internally Displaced Persons (IDPs) were opened in Sumy on February 19th. These two houses provide 32 furnished apartments and a shelter for internally displaced families.

o   The URCS on February 22nd has continued to evacuate civilians and patients from medical facilities in frontline regions.

·       The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that by the end of 2025 due to front-line shifts, humanitarians lost access to 80,000 people who had previously received humanitarian assistance.

·       On February 13th OCHA reported that another humanitarian convoy has reached front-line communities in the Zaporizhzhia Region. This convoy delivered medical and hygiene supplies.

·       On February 20th, the EU provided 54 tons of fuel briquettes to families and resilience centers in and around Druzhkivka.

·       Healthcare and Public Health Update:

o   On February 6th, WHO launched the 2026 Humanitarian Appeal requesting $42 million to protect healthcare for 700,000 people. This appeal is meant to:

ü  Strengthen emergency and trauma care.

ü  Restore primary health services.

ü  Build national and local preparedness.

ü  Coordinate medical evacuation.

o   WHO on February 10th delivered essential equipment (water heaters, tanks, and safe waste containers) to 24 hospitals in frontline regions.

 

Cultural Heritage Protection Highlights:

The UN Educational, Scientific and Cultural Organization (UNESCO) on February 11th has verified damage to 519 cultural heritages sites. This includes:

·       153 Religious sites

·       270 Buildings of historical and/or artistic interest

·       39 Museums

·       33 Monuments

·       19 Libraries

·       Four Archaeological sites

·       One archive
