Military and Diplomatic Highlights: 

·       The Ukrainian military is reporting the following Russian losses as of March 29th:

o   910,750 Soldiers (Killed or Wounded)

o   10,455 Tanks

o   21,762 Armored vehicles

o   25,387 Artillery pieces

o   30,926 Drones

o   370 Aircraft

o   335 Helicopters

o   3,121 Cruise missiles

·       A Ukrainian military strike on the Russian Engels-2 airfield on March 20th successfully destroyed 96 air-launched cruise missiles.

·       Bilateral talks involving Ukraine and the United States have resulted in several outputs as of March 25:

o   All parties have agreed to ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.

o   All parties agreed to develop measures for implementing the Presidents’ agreement to ban strikes against energy facilities of Ukraine and Russia.

o   All parties welcome the good offices of third countries with a view toward supporting the implementation of the energy and maritime agreements.

o   With Ukraine, the US reiterated its support to help achieve the exchange of prisoners of war, the release of civilian detainees, and the return of forcibly transferred Ukrainian children.

·       The Ukrainian 65th Mechanized Brigade reported on March 27th that they are actively testing the use of ground combat drones.

·       International Assistance:

o   The French government announced on March 27th that they are supporting a new 2 billion Euros support package.  This package will include anti-tank missiles, air defense systems, Mirage fighter jet missiles, armored vehicles, ammunition, drones, and other aid.

o   Sweden will increase its military aid in 2025. 

·       The International Atomic Energy Agency (IAEA) reported the following:

o   As of March 13th, State Emergency Services has gained full control of fires at the Chornobyl site following last month’s drone strike.

o   An IAEA team on March 27th observed operational tests of diesel generators at the Zaporizhzhia Nuclear Power Station.

 

War and Atrocity Crimes Investigations Highlights: 

·       On March 13th the International Commission on Missing Persons (ICMP) donated equipment for DNA diagnostics to the Odesa Regional Bureau of Forensic Expertise as part of its assistance to Ukrainian institutions responsible for search and identification of persons who have gone missing.

·       The Prosecutor General's Office of Ukraine reported on March 14th that they have sentenced a member of the Russian Rusich unit to life imprisonment for war crimes.

·       As of March 20th, the World Health Organization (WHO) reported that over 1,900 healthcare facilities have been damaged by Russian forces. 

·       The ICMP and the International Crimes Investigation Group announced on March 26th a new partnership to support the search for missing children.  This partnership includes the following initiatives:  

o   Mapping potential detention sites of deported children, both in and outside Ukraine.

o   Identifying other locations of forensic interest.

o   Gathering crucial information from families of missing children.

·       The Humanitarian Research Lab is requesting monetary donations to fund their investigation into the hidden identities and locations of Ukraine's kidnapped children. Donations can be made here. Choose “Other” and enter HRL to contribute to their efforts.

 

Humanitarian Impact and Response and Recovery Highlights:

·       The UN Office for the Coordination f Humanitarian Aid (OCHA) has provided the following update:

o   There are 2.4 Internally Displaced Persons (IDP).

o   1.6 million refugees have sought safety in numerous countries.

o   There are 4.4 million non-displaced persons in the country.

o   The UN and their partners have targeted 8.5 million people for assistance and have reached 8.4 million people.

·       UN interagency convoys on March 26 and 28 reached Kostiantynivka in the Donetsk Region and delivered aid supplies to 1,500 people who remain in the city. 

·       Public Health and Healthcare Update:

o   WHO on March 11th reported that the health sector requires $860 million to rebuild. 

o   Since October 22nd, the Ukrainian Red Cross 10 mobile health units have provided primary healthcare services to residents of the Dnipro region.

o   WHO on March 27th delivered medical kits for the treatment of surgery patients to the Mykolaiv Regional Hospital.

·       The World Food Programme (WFP) is reporting the following:

o   The WFP has distributed $19.4 million to almost 787,000 people through various cash-based assistance programs.

o   Under the Grain from Ukraine initiative, WFP delivered 4,849 metric tons of wheat flour to Syria to support local bakeries to provide bread to food insecure people.

o   WFP has also distributed fuel cards to 79 schools in frontline regions to maintain generator operations and sustain essential school activities during power outages.

 

Russian Dis-information Campaign Highlights:

·       The Russian Federation is spreading numerous falsehoods, such as:

o   Afghan migrants have been forced by Germany to fight in Ukraine.

o   The President of Ukraine has been abandoned by the Western allies.

o   The North Atlantic Treaty Organization (NATO) has been plotting sabotage attacks against Russian ships and pipelines.

·       Russia is falsely blaming the European Union for the bombing of civilian targets in Ukraine and preventing the end of hostilities.

 

Cultural Heritage Protection Highlights:

·       As of February 19th, the UN Educational, Scientific and Cultural Organization (UNESCO) has verified damage to 485 cultural heritage sites, which includes:

o   149 Religious sites

o   249 Buildings of historical and/or artistic interest

o   33 Museums

o   33 Monuments

o   18 Libraries

o   1 Archive

o   2 Archaeological sites
